Set up help

Hi,
Looking for some support/guidance around setting up my trainer.
Recently obtained a Novo Smart trainer and my first time using one, so apologies if any of this is naive or daft. Whilst riding, I'm using the lower end of my gears (i.e. nowhere else to go) but struggle to get power about 190 watts at a decent cadence. Equally, if I set at a low watt limit say 120 as a warm up then I appear to be 'spinning' out even in the lowest gear but the speed doesn't seem to go higher than 20 mph (appreciate that the resistance will be low).
How do I set the trainer to allow more flexibility around the gears to increasing the resistance to maximise training - is it only via the % option within the programmes/rides? Currently set at 100% which I feel like I want to reset downwards. What am I missing?
