8 Level resistance malfunction / not working

I bought a Novo Force Elite home trainer with the 8 level resistance function but that is not working. I set up the home trainer but when I pass the 8 different resistance levels nothing happens, it's not harder or easier. What can I do to fix it ? Is there something to be done or my home traîner is defective ?
