Elite Nero Roller belt assembly

Just bought the elite nero rollers and unpackaged them. The belts are around the
rearmost roller, not the middle one. i can't see a way to move them to the
middle roller so that they can connect to the front roller without taking the sides off and doing some surgery. Is this
normal? Is those how they ship? Am i missing something simple? Any help
appreciated! Thanks
